HR Management Support & Advice
Human Resources can be a complex area with regular changes to employment and education law affecting people and performance management responsibilities. Hoople’s specialist schools’ HR team understand both the local and national context in which schools operate and use their professional expertise to provide school-focused solutions across the full range of HR matters from policy queries to complex re-organisations and individual casework.
Our Core service is primarily an unlimited telephone/email advisory service. The Enhanced service gives you access to all the benefits of the Core service plus access to a dedicated HR schools advisor. The Tailored service is designed to provide ad-hoc HR consultancy advice and support to meet your specific needs and supplements our Core and Enhanced services.

Core
The Core service provides unlimited telephone and/or e-mail advice from experienced School HR advisors who are professionally trained and qualified. Our service offers:
- Unlimited professional telephone/e-mail support to schools through organisational change, restructuring, redundancy, redeployment processes and absence including ill health by a dedicated Schools’ HR team with up-to-date knowledge of the latest employment legislation and extensive expertise and experience in supporting schools through the complexities of organisational change
- Access to comprehensive advice, support and guidance on all aspects of HR including legal employer status for each school, school staffing regulations and good practice principles in relation to the full range of equality and diversity issues in order to fully support school management decisions
- Support for the HR strategy within schools with regard to information, advice and guidance, employee relations and case management, and interpretation of national and statutory guidance and legislation
- Specialist advice on teachers' pay and conditions, which is a complex area and our HR team has the knowledge and expertise to advise on all aspects of the STPCD and burgundy book
- Advice on national and local conditions of service for support staff
- A confidential service delivered by qualified and experienced HR professionals dedicated to schools and who understand the current issues schools face, locally and nationally
- Representation for schools’ HR issues in union and/or Local Authority consultations
- Commissioned policies and procedures drawing on local knowledge and national guidance and legislation
- Advice on revision of jobs and preparation of job descriptions and person specifications and the formal job evaluation of support staff posts
- Attendance at strategy (multi-agency) meetings in relation to allegations against staff (Community and Voluntary Controlled Schools)
- Access to HR Resources on-line via this website for service subscribers
- Learning opportunities through school specific training courses across the HR disciplines (an additional cost)

Enhanced - 1 Year SLA
Our Enhanced Service not only offers unlimited telephone and email advice but also access to a dedicated HR Schools’ Advisor to provide specialist, comprehensive on-site support for school management. This service includes:
- Casework advice (disciplinary including safeguarding, grievance, capability, dignity at work, absence, fixed-term contracts) up to a maximum of ten hours per case issue, including:
- Review and advice on case papers and supporting documents
- On-site support at relevant meetings
- Attendance and advice at hearings
- Support for the Investigating Manager with investigations and at hearings
- Extensive expertise and experience in supporting schools through the complexities of organisational change, restructuring, redundancy, re-deployment processes and absence including ill health by a dedicated Schools’ HR Advisor with up-to-date knowledge of the latest employment legislation, up to a maximum of ten hours per case to include:
- Attendance at Governors’ meetings (on request)
- On-site support at relevant staff briefings/meetings
- Advice and support for governor panels
- Review of supporting documentation, business cases, restructure proposals and consultation papers
- Advice on relevant managing change timelines including responsibilities
- Briefings to employees/governors in respect of TUPE transfers
- Access to comprehensive advice, support & guidance and/or on-site support on all aspects of HR relating to the legal employer status for each school, School Staffing Regulations and good practice principles in relation to the full range of equality and diversity issues to fully support school management decisions
- Support for the HR strategy within schools with regard to information, advice and guidance, employee relations and case management, policy development, and interpretation of national and statutory guidance and legislation
- Specialist advice on teachers' pay and conditions, which is a complex area and our HR team has the knowledge and expertise to advise on all aspects of the STPCD and burgundy book

This price will be held at the same rate for the three years of the SLA. The total price will depend upon the number of employees that you have each year.

Tailored
We offer bespoke HR strategic business consultancy designed to meet the school’s individual requirements. This service is delivered by highly qualified and experienced HR professionals and supplements both our Core and Enhanced HR Advisory services. Examples of the types of solutions we offer include:
- Strategic business consultancy on a range of HR topics, e.g. pay and reward, talent management and succession planning
- Developing HR strategies
- Provision of an Investigating Officer where a statement of case/investigatory report is required
- Provision of note taker at investigatory meetings and/or hearings
- Research, review and development of bespoke school policies, guidance and template letters across a wide range of HR topics
- Review of contractual arrangements and working practices
- Providing advice and support on the development of a selection processes, including psychometric testing, ability testing and in-tray exercises
- Occupational testing for recruitment (costs detailed by type and available on request)
